What is the UK law on unmaintained hedges between neighbors?

Whomever owns the hedge is responsible for maintenance. A person may cut any vegetation on their property, but they must return the cuttings to the rightful owner. Therefore you may cut the hedge on your side, but you must throw the clippings over the hedge into the neighbour's garden.
