Both have authoritarian leaders whose hold on power is not subject to election. Hamas rules the Gaza Strip as a combination between a military junta and a theocracy, both forms of Dictatorship. The Palestinian Authority rules the West Bank as an illiberal democracy with suspended voting, which is another form of dictatorship. (The Israeli-held parts of the West Bank, aside from East Jerusalem, are ruled under martial law, which is effectively another form of dictatorship.)
