Yes, you can in use Transmission Fluid in your Power Steering pump. The only thing the fluid has to do is lubricate the parts and have zero compression to operate hydraulic systems in the rack and pinion. (Automatic Transmission fluid does this well...)

Many cars will tell you in the owner's manual to use Dexron ATF, which is suitable for pretty much any power steering pump. If you want to buy fluid in a little bottle that says "power steering fluid" then that's up to you, but you can get a whole quart of ATF for probably the same price... Works all the same.

Some auto parts stores claim that you will void your warranty by doing this, but that's a lie, especially if it tells you to do so in your owner's manual. You are doing no wrong.
