Why can dictatorial regimes not grant civil rights?

Dictators are hoarders (the ones with no empathy for people, which is 99% at least). They don't give back money to people. They keep them blind, and the people get poor. Better governments have the knowledge that without the people (people don't want to go places where they don't have rights), the government fails and they have empathy for people.

I mean no offense to any dictators.
