Was the first car invented in France?

The Word "invented" is difficult to apply to the development of automobiles because there is so much history of slow progress towards eventually a car moving on its own power. However the simple answer may be that the first "recorded incident" of a car being made to move under its own power was in France in 1769. This was done by Nicholas Cugnot and M. Brezin. Cugnot designed it and Brezin constructed it.
