Arguably, that would currently be Somalia.
The Somalian government toppled in the 1990's as a result of civil war. Since then, many factions, usually military-led gangs, have risen up claiming ownership and leadership over the country, leading to even more clashes and civil wars.
Somalia is also a breeding ground for pirates and terrorists. Allied Navies regularly patrol the seas outside of Somalia to protect passing civilian ships from Somalian pirates.
The anti-piracy operations are led and spearheaded by the British Royal Navy, which also directs patrols by and is supported by the United States, France, Spain, India, Russia and Norway in the pirate-infested seas.
Recently, Somalia has began to form an official, legal federal government, but the problems with piracy, civil conflicts and terrorism are still in effect.
