Sort of yes, sort of no. In California, the traditional roulette wheel with handthrown ball is against the law. There are two work arounds, both of which are present at Fantasy Springs. First is "Mystery Card Roulette." Basically instead of a ball, it's a wheel that gets spun with cards inside slots. Which ever card that the wheel stops on is the winning number. This is only open on weekends when a lot of players are in the casino.

The second is an electronic version called Organic Roulette (it's in a station nearby combined with a craps verson. Any station can play craps or roulette). It's a machine turned roulette wheel with a machine thrown ball. However, since it's a fully automated "electronic game" it's technically classified more like a slot machine, which is why it's allowed. Similarly, the craps game (dice aren't allowed to be the final determinator in California either. All regular craps games involve cards in some manner, and many don't use dice) has the machine throw dice and electronically read them.
