Do you need to register and insure a 49cc moped in pa?

If it's gong to be driven on roads and highways, you can be sure that you will have to register the moped and buy insurance on it as well. Why would you not? It uses the roads just as much as anyone else and can be involved in or cause accidents just like any other vehicle. You will normally loose in an accident but if it's your fault the other vehicle will need the small dents and bloods cleaned off the car you hit. Sorry, I couldn't help it.
