How did the council of the plebs develop?

The Council of the Plebs, or Concilium Plebis, developed in ancient Rome as a response to the social and political struggles between the patricians (the aristocratic class) and the plebeians (the common people). Established around 494 BCE, it was a popular assembly where plebeians could elect their own representatives, known as tribunes, and pass laws (plebiscites) that applied to all citizens.
