James E. Campbell (born July 7, 1843 in Middletown, Ohio; died December 18, 1924 in Columbus, Ohio) succeeded Joseph B. Foraker as the thirty-eighth Governor of Ohio, serving between January 13, 1890 and January 11, 1892, including the whole of 1891.
