Aims of an emergency plan in an organization?

In an organization the key is properly prepared and reviewed "standing orders" for site response to various "situations". These orders will give the organization the ability to see it's limitations within it's scope of operation, should the need arise where other resources may be needed from other agencies, the organization could adapt in a timely manner.

Standing Orders are intended as a guide to "situation response", they are meant as a guide, in quick format with the built in ability to be tailored to fit various "situations" as no one "situation" is the same. An agreed protocol to how actions will taken during a "situation" that is understood by all responding personnel. Often response personnel are not "in the loop" with response protocols, this confusion can lead to the misuse and mis-deployment of man power and assets.

Not unlike a Chess game, you need to know what pieces are going to cover the active pieces on the board. One wrong move can cost time, and given the "situation" you are trying to address, lost time can cost lives and property. Hense the "standing orders" serves as a game plan that can adapt to the ever changing "situation".
