If a guy says his office door is always open to you and to drop any time does it mean he likes you?

That sounds more like an invitation to talk about business matters "any time". If he were expressing personal interest he would probably find ways to look for you or spend time with you away from work or discussing non-work related issues. On the other hand, sometimes a guy doesn't know how to open a personal discussion and use whatever is available.
