There are many reason why a girl may choose not to date someone:
- she may be interested in someone else
- she may not be allowed to date
- she may be uncomfortable going on a date alone - try asking her to a group activity or on a date with others
- she may think you are not that interested in her
- she may not know you very well
- she may not be interested in the same things that you are interested in
- one of her friends may like you and she does not want to hurt her friend
- she may not like something about you - you could try to change her opinion
- she may just want to be friends with you and not worry about going on dates
