Why do people need tornado shelters?

Where tornadoes are prevalent a shelter is necessary to provide a safe place to keep from being injured. Any small structure, and even some large ones, and many pieces of equipment, including cars, and be both destroyed and tossed around in a tornado. The tornado shelter keeps these, and things like broken glass, from being blown into people which could otherwise be deadly.
