Because they can generally test what is going to happen and fix something if it goes wrong. Imagine this: On a runway, an airplane can travel at speeds of 100-120MPH (without even taking off). If they built a full scale airplane, attempted to take off and then realised that their wings or brakes don't work, there is going to be a massive problem.
