No.
Some drugs work by blocking the re-uptake of serotonin. Many medicines for depression, as well as recreational drugs like cocaine, work this way. By slowing the uptake ability of the axon serotonin receptors, excess serotonin in the synapse space, referred to as dopamine, produces a "high/happy" feeling.
Other drugs produce the same high effect by increasing your body's production level of serotonin. The dendrites/axons can't keep up with the increased concentration of serotonin, and thus, some gets left behind in the synapse space. Ecstasy would be an example of this type of drug.
