Is there really a shadow government?

Shadow government refers to the large organizational network which operates alongside the officially elected and appointed government of the United States. In order to ensure continuity of government in the event of a large-scale terrorist attack or other catastrophe in the United States, it is said that a core group of officials from different key departments within the Federal government would carry out orders from the president or his constitutional successor. This "back-up" government would be located in underground facilities outside Washington, DC.
