What evergreen tree doesn't grow too tall with a small trunk?

They didn't get minerals or many essential resource through out the year. So, they are not, much bigger or grow taller.

I'm looking for a tree, not asking why... but looking for a recommendation on the tree I'm looking for... Thank you
