Why does not wpe pro make any packets?

WPE Pro (WinPcap Packet Editor Pro) may not generate any packets due to several reasons, such as improper configuration, lack of sufficient permissions, or compatibility issues with the network interface. Additionally, if the target application is not running or if the packets are filtered out by the firewall or antivirus software, WPE Pro may not capture or create any packets.
