It means exactly what it says.

There are 4 numbers.

You need to get all 4 of those numbers correct.

Those numbers come out in an order.

You need to have them in exactly that order.

Example: if you bet 1234 "all four exact order" than for you to win the number that comes out must be exactly 1234.

If you were not betting exact order you would also win on any combination of the numbers such as 4321, 2314, 3241, and so on.
