What causes the oil pressure to be 15 psi at idle and 25-30 when driving and the lifters to tick at idle and quit as engine speed is increased on a 1990 Chevy 350 with 50 miles on a rebuilt engine?

Did you replace the oil pump? If not then that would be suspect. Also install an AC/Delco filter before going any farther.
