In a 7.1 home theater system are the two extra rear speakers just the extra surround effects?

It depends upon the mix. In true 7.1 mixes (there aren't many on the market), the rear surround speakers can contain full bandwidth audio, but usually add atmosphere sounds, machine and crowd noises, sound effects and sometimes extra music to the movie.
