Why is a drivers license in one state valid in another?

I went to Texas six years ag driver license with CDL and Texas changed over my stuff did not have to redo any test , but my license was good and Illinois and that’s why they honor my license, but when you move back to Illinois from Texas? you have to do everything over and that doesn’t make any sense as long as your license is good from Texas is good for Illinois.
