Who made the first cookies sold by the Girl Scouts?

The first record of any Girl Scouts selling cookies was that of the Mistletoe Troop in Muskogee, Oklahoma, which baked cookies and sold them as a service project in December of 1917.

Through the 1930's, Girl Scouts made the cookies at home.
