What is the best ball in Pokemon emerald?

Ho-oh is particularly difficult to catch. Sometimes normal pokeballs work however i recommend dusk balls as they often work. You can get them at Olivine/ Blackthorne city if you are in Johto or Saffron City in Kanto. Ultra balls do too but you normally need to use alot. But then again i have seen someone capture ho-oh with just one ultra ball so yeah :D
