How was halong bay formed?

The reason for the name Halong Bay is Bay of "Descending Dragons", it's associated to a fairy tale of Viet people since thousand years ago that the God assigned Mother Dragon and her children descended to the Viet's Land to save people avoid from invaders, that land is Halong bay of today.
