In the broadest sense, poverty -- the state of being relatively poor in means or goods, the functional opposite of material wealth -- has probably been an "issue" of one sort or another for as long as humans have walked the earth, and certainly within the entire reach of recorded human history.
Further discussion would require a narrowing of the scope of the question.
