A PhD (Doctor of Philosophy) is usually expected to involve undertaking significant, rigorous research under the close personal supervision of a senior academic, and then presenting a paper at the university, based on the results of that research.

If the university is a recognised university in Sri Lanka, then any degrees it is legally authorised to bestow would be 'legally' recognised world wide.
