Yes you can because there is a law that if you can hear a car's radio from over 60 feet away, that is illegal.
You can by all means call the police about matters such as this, but whether they will respond or take any action over your complaint depends almost entirely on legislation in force where you live; laws differ from place to place and must be looked at in relation to your own area of jurisdiction.
Your local police force will be able to advise you on neighbourhood problems, their resolution and your legal rights and responsibilities, as will other local authorities.
If you do make an official complaint, one of the first things you are likely to be asked is whether you've approached your neighbours to discuss the situation. If you haven't made a calm and reasoned attempt to resolve the problem yourself, but are trying to have the police do this for you, it's entirely possible this might be considered a misuse of police resources.
In any neighbourhood dispute, you are, quite reasonably, expected to make an effort to resolve the situation yourselves before calling in authorities.
