Yes the Us Government financed him when they were supporting the fight against Russia's occupation of Afghanistan Interestingly enough the US government paid for the establishment of a network of Muslim schools that were designed to use religion as first step in recruiting young men to fight against the Russian's eventually this same network was turned against anyone that was not a Muslim So yes the US government is a co conspirator with Osama bin Laden.
