What flag has a white star and a red field?

I know if you are at the beach, it means no hard boards, or in other Words, no Surfing! Seems like I read a book when I was a kid and in the book it meant "plague" but that was like 25 years ago and I cannot remember the name of the book or what it was about. But generally speaking, it means no surfing zone.
