Who publishes the magazine the Highlights magazine?

Highlights, which used to use the tag-line Fun with a purpose, is a juvenile educational sort of Magazine. It is not commonly available in stores. I seem to recall they had some sort of link-up with Folkways records who were in the Folk Music and folk-song genre as the title suggests. They had odd bi-color covers and some regular characters and comio strips. Some features, such as Please Help Sammy Spivins, a sort of self-help clinic , were more repellant than attractive.
