Evolve your Pikachu into a Raichu after it learns all it's moves, because your Raichu can't learn anymore moves.

YOU MUST EVOLVE YOUR PICKACHU AFTER LEARNING THUNDER OR THE LAST MOVE: Cuz i think that thunder's the best!

But if you DO do that, then the TM Thunderbolt (tm25) can be found in the Power Plant.

Just teach it to your Raichu :D

I just noticed today that because my Raichu wasn't learning the stinking Thunder so I looked it up.
