How do you make a sleeveless dress reversible?

To make a dress reversible, make two dresses exactly the same size and shape (from the same pattern). Instead of sewing the finishing edges around the arms and neck, put one dress inside the other, right sides together, and sew the arms and necks together.

Then turn right side out, and hem.
