Well, as with any business venture, you must first see if there is a market for your product. Researching the area activities using sites like Swing Lifestyle, Adult Freind Finder, and others will give you an idea how many people are in the area you're looking at and if there are already people getting out for regular social events.
Start talking to the locals, network, see whats going on in the scene and see who might be interested in an on-premise club. A good thing to do is get out and meet the people that will be your primary customer base, open socuial events like dinner meets/ meet & greets are great for this as it helps people learn who you are and wether you're serious about your idea.
Once you've determined a good location for the club, then it's a matter of setting it up.
What you need and what you don't is a matter of oppinion, but I would recommend looking at some websites of various swing clubs to see what are common factors between them and start planning from there.
Getting help from the locals should be pretty easy, in an area with no on premise club within reasonable distance folks tend to be excited about the idea & people in the lifetyle tend to be good folks that are willing to help out. You might even get lucky and find someone willing to pony up funding or provide a suitable physical location.
