Yes. All four of the gas planets in the solar system have rings. The pieces of debris are in orbit around the parent planet, like little tiny moons). Before the Hubble Space Telescope was launched in 1983, scientists were unable to see the other planets clearly enough to make them out. The only planet that we could be sure had rings was, of course, Saturn.

However, with the Hubble, things can be seen without Earth's atmosphere getting in the way, and scientists have found many things in the Solar System they never knew were there. We won't be able to see if Earth has rings until we can get a spacecraft, with a powerful enough telescope, far enough away from Earth to be able to take pictures of them. Right now NASA is focusing on other projects.

While Saturn's rings are still the most spectacular, the rings around the other planets are quite a sight.
