Who does the US Constitution protect the citizens or the criminals?

No.

The Constitution of any country that possesses one defines the rights of its citizens (and normally of any person within the jurisdiction).

It does not protect them. That task is performed by the judicial system and the police forces, who create and act upon standard interpretations of the constitution.
