Language requirements vary by jurisdiction. In Canada (where I type) everyone has the right to receive all official communications in either English or French, which ever they prefer. Those are the two official languages of Canada. If a person does not speak either English or French, that person is free to employ a translator, but it is not the government's responsibility to translate for him or her.
You would definitely be advised to obtain a translation of anything that you are asked to sign, before you sign it. If necessary, get someone to translate for you.
