How do you get grand theft auto IV to where the police won't get onto you when you drive or walk on the runway at the airport?

In ordinary play, if Niko goes into the airport surrounds he will be permitted to do so, but once he sets foot near the planes or the runway, the cops and NOOSE will be on his case. I do no know whether there is a cheat code to allow him to do so. Sorry.
