Why would you forget baggage at an airport?

They bags may be left for a number of reasons including: 1) Customs - Some passengers bring back more than they are entitled in Duty Free or are smuggling illegal items into the country, sometimes Customs will hang around in the arrivals hall and search anyone they wish, this can mean some passengers will leave their bag behind to avoid customs. 2) Wrong Bags - Believe it or not it happens quite often, a passenger will pick the wrong bag of the carrousell leaving their real bag on there!! 4) Rush Bags - A term used in the aviation industry for bags that are flown on a flight without a passenger accompanying it, this happends if the bag missed the previous flight or was lost in transit somewhere, these bags are left on the belt intill a member of staff collects it and proccess it.
