They are buried in the sand near where the woman is sunbathing. You will need the man's metal detector to find them.

First go far left to the rides, and the trashcan near the Funhouse. Climb up on the ride to get the lid, and put it on the can to trap the flies. Shove the trashcan right, to near the cotton candy. Once the flies leave, dig down to find the popcorn bag in the trash, and get a refill.

Go back to the beach and dump the popcorn near the lady on the towel. Birds will come and she will run away. (*If you haven't been to the beach before, get your photo taken, leave, and come back.)

Jump up on the trash can to grab the item that the flying bird is carrying. Return it to the man with the metal detector. Use the detector and scan near the beach towel. When you see a green light click on it - it means you found something. Return the car keys to the lady near the Funhouse.

You can also use the metal detector near the same spot to find lots of arcade coins.
