they wanted to look sexy and free to attract men.

they sought for freedom of sexual life and full emancipation of women

most women dressed informally and seemed like the women emancipation was at hand.

men just saw those women as sexual objects

so their goal, emancipation, was achieved but their "emancipation" was more of a freedom to attract men than a freedom for the girls in 20's.
