Were black Americans ever considered three fifths of a human being?

Yes.. A compromise was made when counting population for the house that the southern slaves would be counted as 3/5th of a person. The northern states were afraid that the large slave populations in the south would give the southern states more power in the house compared to the north. Counting the slaves this way, they felt, balanced the power in the house.
