Great Britain, Denmark, in those 2 countries the common referendum have been held and failed, the rest of EU members that don't have Euro yet are those who are waiting in queue to enter into the EURO-ZONE.
A little more...In the case of GB, it seems arguably true that the pound sterling may be stronger than the euro, and that the British economy may be (arguably) stronger than that of the European Congress. So GB participating in the Euro would have two unattractive effects: Such a move could devalue the pound sterling during the conversion, thus upsetting the UK economy.
