The three fifths compromise was used to tally representation and taxation from each State in Congress, as each States Congressional delegation in the house is determined by population. The Senate, of course, always has 2 Senators per state. Anyway the three fifths compromise counted 3/5ths of the total number of slaves for counting purposes. The 14th amendment, passed after the Civil War, guaranteed citizenship for all persons born in the United States- including former slaves. The 13th amendment was the de facto end of slavery. Since that time, the 3/5ths compromise had been essentially meaningless- as there are no longer "free persons" and "all other persons" that the 3/5ths compromise had been based on.
