How do you make a venue not offline in sims 3?

You have to purchase it (some are really pricey) and then when you click on the icon in edit town/map view there is an option to see the upgrade requirements and also to upgrade it. You have to buy objects or build things to meet the upgrade requirements, e.g. place 2 picnic tables.
