They're more concerned with laws and rules than principles. Jesus chastised the Pharisees for such thinking; They were insistent on keeping up appearances (Ecclesiastes 7:16; Matthew 23:23-27) instead of focusing on the "spirit of the law" a.k.a. the principles behind it. (Matthew 22:36-40)
