Only if that spouse signed an agreement with the providing agencies to do so. Pennsylvania is not a community property state and therefore debts (including medical costs) of one spouse is not automatically owed by the other.

However, that may not prevent a creditor from attempting to collect from the surviving spouse. He or she should obtain legal counsel if that should happen to be assured their rights are protected.
