Can you leave Romania with an expired Romanian passport and a Belgian E card if you leave in Belgium and you can get proof?

I dont know what an E card is. And it is not clear what you want to do now: leaving Romania or Belgium? What do you want to proof?

But you will not be able to enter Belgium or any other Shengen country if you have not a valid passport. So I think the answer to your question is no.
