Why is there no photos tab in iTunes?

To find the photos tab, plug in your iPod.

On the left side of the page is a little icon which shows your iPod's name; you should click on that so that your iPod shows its information page.

Look at the very top of that page and, just underneath where you see "Ipod sync complete. Ok to disconnect." you will see a grey bar with various options: Summary, Apps, Music, Movies, TV Shows, Podcasts, Photos, Info. Click on Photos.
